Why does the sentient city in that sci-fi movie feel like a nightmare?

I just rewatched that old sci-fi movie with the sentient city, and I can't shake this weird feeling that its idea of a perfect society is actually kind of a nightmare. Does anyone else get a bit unsettled by it, or am I just overthinking a Saturday afternoon flick?
