For a broader PC-dedicated go-to list, you can’t skip the grand-strategy and empire-builders: Crusader Kings III, Victoria 3, EU4, and Stellaris all have huge mod scenes and ongoing content. If you like systems-heavy play, Factorio and RimWorld scratch that engineering/curation itch, and Minecraft remains a perpetual modding hub.
