What makes community welcome committees effective for new residents?

I'm part of a community welcome committee and we want to improve our approach. What do new residents find most helpful when moving into a neighborhood? How do we make our welcome packets and introductions meaningful without being intrusive? Also, how do welcome committees connect with neighborhood association meetings and other community resources?
