What does a vector 2D animation pipeline from storyboard to render look like?

I'm a graphic designer trying to expand into simple 2D animation for explainer videos, and after experimenting with several programs, I've settled on using Adobe Animate, but my 2D animation workflow feels incredibly disjointed and slow; I spend too much time drawing and redrawing assets frame-by-frame without a clear plan, and my timing always feels off, making the motion look floaty or robotic. I understand the principles of squash and stretch and easing, but applying them consistently across a scene while managing layers and symbols is overwhelming, and I end up with a messy timeline that's hard to edit. For animators who work primarily in vector-based 2D, what does your standard pipeline look like from storyboard to final render? How do you efficiently create reusable assets and rigs, and what's your process for blocking out keyframes and refining timing before diving into the clean-up phase?
