What can I do if solid shampoo bars leave my hair waxy in hard water?

So I’ve been trying to switch to solid shampoo and conditioner bars to cut down on plastic, but my hair just feels waxy and weird no matter how I rinse. I’m starting to wonder if our super hard water is the real culprit here, and if anyone else has hit this same wall.
