What are quantum vacuum fluctuations?

I've been reading about quantum vacuum fluctuations and they sound like something from science fiction. Empty space isn't really empty but filled with virtual particles popping in and out of existence? How does this work? What evidence do we have for quantum vacuum fluctuations? And what are the implications for our understanding of empty space and energy?
