What actually happens at a neighborhood association meeting?

I just moved into a new neighborhood and saw a flyer for a neighborhood association meeting next week. I've never been to one before. What usually happens at these? Is it mostly about bylaws and budgets, or do people actually discuss community issues and get to know each other?
