Could we ever build a 'rolling battery bank' where EVs transfer small amounts of energy to each other or to the grid while in motion via highway energy-sharing lines, and what would be the biggest technical and regulatory hurdles?

Nice idea, but not likely in practice. The energy losses, safety risks of charging while moving, and the regulatory mess across brands and highways would make it a nightmare.
