How does neo-expressionism differ from earlier expressionist movements?

I've been looking at both German Expressionism from the early 20th century and neo-expressionism from the 1980s, and while they share some similarities, they feel quite different.

Neo-expressionism seems more raw, more personal, and sometimes more politically charged. But I'm having trouble articulating exactly what sets it apart from earlier expressionist movements.

Can anyone explain the key differences between neo-expressionism and the original Expressionism? What historical or cultural factors led to the resurgence of expressive, figurative painting in the 1980s after decades of abstraction and minimalism art?
