How does Arch compare to Ubuntu for finding obscure libraries?

I'm setting up a new Linux machine for development and trying to decide between an Ubuntu-based distro or Arch. I'm comfortable with the apt vs pacman package managers debate on a technical level, but I'm more curious about the day-to-day experience. For those who've used both extensively, which one ends up feeling more intuitive or less frustrating for finding and managing obscure libraries or development tools?
