How can I revive a dormant neighborhood association and build lasting community?

I'm a volunteer trying to revitalize the neighborhood association in my suburban area, which has become inactive over the years. We have a mix of long-time residents and new families, but there's little sense of connection. I want to build a genuine community, not just organize occasional events.
