Building regular multiplayer groups from scratch

I'm thinking about building a regular multiplayer group from scratch rather than joining an existing clan. What's the best way to go about this? Should I use clan recruitment forums to find initial members, or start with people I already know? I want to create active gaming teams that have regular gaming sessions, but I'm not sure about the best approach for recruitment. Are there specific clan recruitment tools that work well for building new groups? What about gaming community platforms that facilitate group formation? I'm concerned about the chicken-and-egg problem - it's hard to attract members to a new group, but you need members to make the group attractive. Any advice from people who have successfully built regular gaming clans from nothing would be really helpful.
