Best budget bike accessories for safety and convenience

I'm looking to add some accessories to my bike but don't want to spend a fortune. What are the best budget bike accessories that actually improve safety or convenience? I'm talking about things like lights, bells, racks, or other gear that makes riding better without costing much. I see a lot of expensive accessories out there, but I'm sure there are good cheap bike gear upgrades that work just fine. What affordable accessories have you found that were worth every penny?

Lights are the most important best budget bike accessories for safety. Get a good front light that's bright enough to see with, not just be seen. Rear lights are cheap and essential. Also, a bell or horn - being able to alert pedestrians politely prevents accidents.

A good lock is essential if you leave your bike anywhere. Don't cheap out here - a $50 lock is better than a $20 one that gets cut easily. Also, fenders if you ride in wet conditions. They keep you cleaner and protect your bike from road grime.

A basic repair kit with tire levers, spare tube, and mini pump or CO2 inflator. Being able to fix a flat quickly is both convenient and prevents being stranded. Also, a water bottle cage and bottle - staying hydrated makes rides more enjoyable.
