My city feels noticeably hotter every summer, and I read that it's partly due to the urban heat island effect. I've seen lists of urban heat island mitigation strategies, like green roofs and cool pavements, but they all seem like massive infrastructure projects. Are there smaller-scale, community-level things that actually make a measurable difference, or is this something only city planners can really address?
