I'm researching the practical implementation of different national carbon pricing models, specifically comparing carbon taxes with cap-and-trade systems, to understand their real-world effectiveness and economic impacts. While the theory is clear, I'm struggling to find unbiased analysis on how these policies have actually influenced emissions reductions and industrial competitiveness in countries like Canada or those in the EU. For those knowledgeable in climate policy, what are the key metrics for evaluating the success of these market-based mechanisms, and which independent research institutes produce the most credible, data-driven reports on their outcomes?
Great topic. Here are the core metrics I’d use to judge a carbon pricing program: emissions reductions relative to a baseline, the realized carbon price path and level (for certainty), coverage across sectors and the share of activities included, leakage risk and border adjustments, how revenue is recycled (rebates, investment funds, rebates), and the macro effects (GDP, inflation, energy prices). Also track abatement investment, changes in energy mix, and administrative costs that affect credibility.
