I'm a librarian in a rural county, and we're applying for a federal grant to address the digital divide that became painfully clear during the pandemic when many students and job-seekers couldn't access our services from home. While we provide public computers and Wi-Fi, the deeper issues are lack of affordable broadband infrastructure, device ownership, and digital literacy skills in our aging population. For other community institutions that have launched successful connectivity initiatives, what partnership models with local governments, ISPs, or nonprofits have you found most effective for sustainably expanding access? I'm particularly interested in practical strategies for mapping the true gaps in service, navigating the complexities of subsidy programs for low-income families, and creating ongoing tech support and training rather than just providing a one-time device handout.
